Part of the President's Management Agenda that applies to all agencies includes improving employee performance management and engagement and re-skilling and redeploying human capital resources. According to the plan, by the third quarter of FY 2018 all agencies will be required to identify their bottom 20 percent of their works units based on the annual OPM Viewpoint Survey and target a 20 percent improvement in their scores by the end of 2020. OPM is committed to identifying leading practices for incentives to reward, recruit and retain high performers by the fourth quarter of 2018. OPM and DoD are required to identify policies to address poor performers by the first quarter of 2019.
